I'm hoping someone can help me out with my issue. I have a support ticket open, but in the meantime thought I would ask here for some input.
As the subject says, I support Dynamics CRM 365 online. It's a single tenant, with multiple instances (prod, QA, dev, etc.). We also use Azure Active Directory.
My sys admin created a user in Azure AD, and added the Dynamics CRM online license to the user. This was done on 6/29/18. At the time the user was only showing up in our crm we use for production. I was told it could take awhile to propagate to the others, but at the end of the day, that user then was showing up in all the but one organizations/instances. Our DEV setup, the only one I really needed. I have had the user setup reviewed over and over, I see no sync logs when I check the system health. I even see the user when I search from the 365 admin portal.
Right now there are no security groups listed on the instances to filter out users, so I can't find any reason why the user didn't get replicated or even show in the list of users in that one instance.
I am fairly new to both CRM online and Azure AD, so I'm hoping I provided enough information and someone is able to provide some insight. If I just need to have that user deleted and create a new one, I certainly can. I'd just like to know what caused this.

If the version matters, it's Dynamics 365 ver. 8.2 and all instance are setup as instance type production (not sandbox, still trying to figure that part out on our end).
