Upgrade from 2016 R2 to 2018

I installed the 2016 mid year update and updated the company databases.  All good.  According to the documentation and blogs, I have the correct version of GP 2016 which has a legitimate upgrade path to 2018.  Our GP2016 version is 16.00.0716 (R2)

In attempting to upgrade to 2018, GP utilities will not pass validating product version  Information.

The duinstall.log shows the following for each of the company databases. 

Failure encountered ON 9/26/2018 at 9:52:43 AM.  Error:  Product 0 does not support upgrading from version 16.0.716.
Failure encountered ON 9/26/2018 at 9:52:43 AM.  Error:  Product 309 does not support upgrading from version 16.0.718.
Failure encountered ON 9/26/2018 at 9:52:43 AM.  Error:  Product 1493 does not support upgrading from version 16.0.667.
Failure encountered ON 9/26/2018 at 9:52:43 AM.  Error:  Product 1911 does not support upgrading from version 16.0.9.
Failure encountered ON 9/26/2018 at 9:52:43 AM.  Error:  Product 3180 does not support upgrading from version 16.0.705.
Failure encountered ON 9/26/2018 at 9:52:43 AM.  Error:  Product 4522 does not support upgrading from version 16.0.5.
Failure encountered ON 9/26/2018 at 9:52:43 AM.  Error:  Product 4933 does not support upgrading from version 16.0.7.
Failure encountered ON 9/26/2018 at 9:52:43 AM.  Error:  Product 4955 does not support upgrading from version 16.0.5.

I've looked up the product numbers and we are using them currently.  I don't understand where to go from here.  How do I get the upgrade to 2018 to proceed?
