TMS Rating Event Handler

We currently have a need to update the customer record before the third party rate engine is called.  Can anyone point me to which class/method I can add a pre-event handler to that will occur before the rating takes place and still have access to the sales order/shipment, which i can then follow the relations to the customer record?  Thank you.
