Is is possible to assign Field Level Security at the Security Role level?

I have been tasked with modifying the general inquiry role that our organization assigns to all GP users (currently numbers 127 users).  I want to disable the INQUIRY OPTIONS button on the PM_Vendor_Inquiry window for the security role.  Can I use Field Level Security to achieve this?
