Call Report To field filtering

We've set up the Call Report entity and allow Reps to add people to the To and CC party list fields in order to kick off a workflow that will send the intended recipients a link to the Call Report record.  The problem is that the To and CC fields do a look up on Account, Contact, Lead, and Users.  I want to keep these Call Report notifications internal only.  Is there a way to prevent look ups to Account, Contact, and Lead?  Or, at the very least, make the default look up point to User (it's pointing to Account currently)?  I realize the To and CC fields are party lists, which might prohibit what I need, but was hoping someone might have a solution.
