Asynchronous service problems

Hi,

If I add another organization in a active or disabled state this freezes the Asynchronous service ( so no CRM emails are sent ) if I restart the services the emails are sent. Running CRM 2016 on premises and server side sync with exchange on  premises .  Also if i try and publish a solution with ribbon workbench bench, I receiver the following error :-

'Access Denied: Your user dose not have permission to import solutions. Check that you have the System Administrator or system Customizer role and that your azync services is properly configured.
