Account Notes not working

I have recently upgraded CRM from 2013 to 2016 SP1 and I am having trouble with the "Notes & Activities" section under accounts. No one is able to create new notes (the option simply isn't there) and I am even an Admin with all of the rights and I still cant create notes either. I have downloaded the Dynamics 365 app and I can create notes in there, but when I try to do it on the computer there is no button anywhere to create new notes. Has anyone seen this before or know how to fix it? Please need help!
