Users not showing up in sandbox? They are in the right security group....

I have a Dynamics 365 for Sales Enterprise Edition (CRM) organization.

I Set up the free Sandbox instance. I created a Security Group and only members of this group can access the Sandbox.

I assigned security group membership to three users. All have Dynamics 365 licenses and access to the production environment with different security roles there.

Problem is that two users are not showing up in the Sandbox. One user is. That user is Office365 Global Admin (and System Administrator security role in production).

It has been several days, and the users are not in the Sandbox.

Anyone seen this before. Since this is Microsoft, I probably have to turn something off and then on again - but what? The licenses? The security group membership? The whole Security Group? Reset the Sandbox? Create a ticket and be on the phone for two hours with a supporter?
