GP2010 Project Menu and Field Service Setup

Client is in the process of doing our GP10 > 2010 upgrade. When we go looking for the Field Service Setup Configuration (Normally in the Project navigation pane on the left), Project doesn't appear. We can still access it through GP > Tools > Setup > Project > Service Setup, Return Setup, and Contract Setup. It was in GP10 but not in GP2010. Is this a bug or was this changed by design?
