Can't connect through Dynamics GP or the ODBC System DSN

I am using Dynamics GP 2015 and SQL Server 2012 Express. When I go to setup the ODBC System DSN for Dynamics GP the connection test always fails with this message.

Microsoft SQL Server Native Client Version 11.00.2218

TESTS FAILED!

I have enabled named pipes and set the port in the tcp/ip setting to 1433. I've also added inbound firewall rules for that port, udp port 1434 and to the sqlserv exe and the sql browser exe. The environment right now is I just have it setup on my personal computer and trying to connect from the same computer. Once I get it working on my computer I will have it installed on a friends computer and he will be using it for a bit from his own computer. Right now I only have the sa account and that's what I'm using to try and connect with this stuff. I can send screenshots of any of the windows if they are needed. Hopefully this is the right place to post this.
