GP2010 client Install - Product does not support upgrade after hotfix

Hello Everyone!,

We have a customer who runs a GP2010 environment, 11.0.2164, who just purchased some new Win7 PCs to replace some aging XP machines for their HR department. We are having an issue where we go to install the January 2013 Hotfix, KB2787423, on top of the SP3 Install GP Utilities says that it has problems ascertaining Versioning info and to check DUinstall.log. We check the log and it gives this message:

Failure encountered ON 12/10/2014 at 4:34:08 PM.  Error:  Product 0 does not support upgrading from version 11.0.2164.
Failure encountered ON 12/10/2014 at 4:34:08 PM.  Error:  Product 414 does not support upgrading from version 11.0.2109.
Failure encountered ON 12/10/2014 at 4:34:08 PM.  Error:  Product 949 does not support upgrading from version 11.0.2082.
Failure encountered ON 12/10/2014 at 4:34:08 PM.  Error:  Product 1911 does not support upgrading from version 10.0.25.
Failure encountered ON 12/10/2014 at 4:34:08 PM.  Error:  Product 4522 does not support upgrading from version 10.0.42.
Failure encountered ON 12/10/2014 at 4:34:08 PM.  Error:  Product 4933 does not support upgrading from version 10.0.74.
Failure encountered ON 12/10/2014 at 4:34:09 PM.  Error:  Product 4955 does not support upgrading from version 10.0.90.

When we try to run GPutils before the hotfix is applied, we get the expected error of attempting to configure older version. The GP SP3 Client and Hotfix are both downloaded directly from partnersource. I checked the ODBC connections in case it was connecting to the wrong gp server that is running a different version, but it checks out versus other successfully working computers. Any help would be greatly appreciated.
